Mission Statement
The Housing Department implements the City's various housing assistance programs. These include programs that create first time ownership opportunities for families who qualify and low and moderate income home improvement grants and loans.

The mission of the Housing Department is to assist the very low to moderate income community in meeting their affordable housing needs in the areas of residential rehabilitation, homeownership opportunities, economic development, and capital improvements. The Housing Department implements the City's various housing assistance programs; which include first time ownership opportunities for families who qualify, low and moderate income home improvement grants and loans and the application process for Las Casitas senior apartment complex. The City of Irwindale will continue to expand its current efforts regarding fair housing in order to serve the needs of local residents.

Irwindale's First Time Homebuyer Program - Mayans Development

California AB 987 On-line Statement

Assembly Bill 987 (AB 987), which became effective in January 2008, places several new requirements on California redevelopment agencies with regard to their affordable housing programs.   First, agencies must maintain and publish on the internet a database of restricted housing units.  Second, starting in January 2008, a "Notice of Affordable Restrictions on Transfer of Property" must be recorded on new or substantially rehabilitated housing created as part of a low- and moderate-income housing program.  Third, AB 987 extends to certain members of the public enforcement of affordability covenants and restrictions.  For more information about AB 987, including analyses and history, see http://www.assembly.ca.gov/.

Fair Housing Service Information
The Housing Rights Center (HRC) provides FREE fair housing services to Irwindale residents and community members. HRC offers housing discrimination complaint investigation, landlord/tenant counseling, predatory lending referrals, outreach and education, and legal and advocacy services. LA CDC Programs

Home Ownership Program (HOP)

The Los Angeles County Community Development Commission (CDC) offers assistance for first-time homeowners through their Home Ownership Program (HOP). For information on the HOP program as well as other programs offered through the CDC, please call (323) 890-7281 or visit their website listed below.  The City of Duarte does not directly administer or fund these programs.  For your convenience, a brochure regarding these programs is available in the Community Development Department.

Housing Economic Recovery Ownership (HERO) Program

Commencing March 2009, The Los Angeles County Community Development Commission (CDC) will provide assistance to first-time homebuyers through the implementation of its Housing Economic Recovery Ownership (HERO) program. The program will help homebuyers purchase abandoned and foreclosed homes in eligible locations located within HERO Census Tracts.

To participate, you must obtain a HERO brochure and review the program highlights and requirements. You can call and request a brochure at (323) 890-7281 or visit their website. Only foreclosed and abandoned properties in designated census tracts are eligible to be purchased through the program. After you review the program highlights, you must contact one of the approved participating lenders to be pre-qualified. You must inform the lender that you want to use the L.A. County HERO Program for assistance. Approved lenders are listed in the brochure. Funds will be available March 17, 2009, on a first-come, first-serve basis. The program is administered by the L.A. County Community Development Commission which can be reached at (323) 890-7281.

HOPE NOW

HOPE NOW is an alliance between counselors, mortgage companies, investors, and other mortgage market participants that maximizes outreach efforts to homeowners in distress.  This alliance attempts to help homeowners stay in their homes and will create a unified, coordinated plan to reach and help as many homeowners as possible. This non-profit, community based organization is designed to revitalize and strengthen neighborhoods by preserving and expanding affordable housing for low and moderate income households. The center also operates a Homeowners hotline (888.995.4673) that connects at-risk homeowners with an expert mortgage default counselor 24 hours a day, 7 days a week for immediate help and guidance. Face to face counseling is also available.
