To provide assistance and guidance for all City departments in the areas of employee relations, recruitment, benefits, training, compensation, safety, risk management and workers' compensation with the highest degree of professionalism and integrity while developing and retaining an outstanding work force committed to quality public service.

The Human Resource Department manages Personnel and Risk Management Programs.


Employee Classification
Resolution establishing the number of position, schedule of classes and monthly and hourly salary ranges and rates for City employees.


Recruitment and Testing
Developing job descriptions and recruitment flyers, administering testing and employee interviews.


Employee Benefits
Administration of all City employees benefits including medical, dental, vision, and life insurance; employee retirement plans (CalPERS and PARS); deferred compensation plans; and voluntary insurance plans.


Personnel Records
Maintain employee files and records.


Labor Relations
Employee/employer labor relations negotiations including contract administration.


Employee Leaves and Holidays
Administration of employee vacation, sick leave and floating holiday plans.


Workers Compensation Claims Administration and CAL-OSHA
Reporting and maintaining employee industrial injury and illness claims; record keeping of CAL-OSHA logs and files.


Summer Youth Work Program
Coordinate student summer work program.

Coordination of employee training programs:

Safety Training
Driver Awareness
HazMat Training
Team Building
Preventing Discrimination and Harassment
Violence in the Work Place
