This Division is now responsible for the Administration and enforcement of City, State and Federal Building and Safety Codes. It provides standards to safeguard life, limb, health, property and public welfare, by regulating and controlling the construction, quality of materials, use and occupancy, location and maintenance of all buildings within our jurisdiction. These responsibilities include:

All new construction, additions and remodeling.

Occupancy use.

Plan review of building plans for new buildings, additions and remodeling.

•
|
Plan review of all major H.V.A.C., electrical, plumbing and structural systems.

•
|
Building inspections of framing, electrical, plumbing and mechanical systems.
|
•
|
Building inspections for all life safety issues, including unsafe buildings and structures.
|
•
|
Issuance of building, electrical, plumbing and mechanical system permits.
|
•
|
Inspection of Capital Improvement Projects.
|
•
|
Inspection for new/renewal business licenses.
|
•
|
Respond to emergencies such as buildings damaged by fire, auto or natural disasters.

•
|
Plan reviews and reports for County of Los Angeles Sanitation Department.
|
•
|
Reports for the County of Los Angeles Assessors Department.
|
•
|
Review projects for A.D.A. compliance.
|
•
|
Review projects for T-24 (Energy) compliance.
|
•
|
C.I.P management.
|
•
|
Assistance for applicants with plan check submittals.

•
|
Coordination of plan check routing with other departments & agencies.

•
|
Coordination of approvals for plan review with other departments and agencies.

Answering code and regulatory questions.

Processing and issuing building, electrical, mechanical, sewer, plumbing, fire sprinkler and demolition permits.

Retrieval of file records for permits.

The following is a list of instances when a Building, Mechanical, Electrical, and Plumbing plan check and/or a permit is required. Since every project is different, it is imperative that you contact the Building & Safety Department to verify whether or not plan check and/or a permit is required.
Building Permit
•
|
Any alteration, construction, connection, improvement, repair, movement, conversion or demolition to any new or existing building or structure. Plan check is required prior to permit issuance.
|
•
|
Installation of advertisement or display sign. Plan check is required prior to permit issuance.
|
•
|
Any storage rack over 8 feet tall. Plan check is required prior to permit issuance.
|
•
|
Any chain link fence over 12 feet in height, any fence over 6 feet in height and any retaining wall over 4 feet in height. Plan check is required prior to permit issuance.

Mechanical Permit
•
|
A Mechanical Permit is required for the installation of any new mechanical equipment or for the repair, addition, or alteration to any existing equipment. Rooftop units and the installation of fire dampers require plan check prior to permit issuance.

Electrical Permit
•
|
An Electrical Permit is required for the installation of any new electrical service or for the repair, addition, or alteration to any existing service. Installing, upgrading, or replacing a panel or subpanel that is 400 amps or more requires plan check prior to permit issuance.

Plumbing Permit
•
|
A Plumbing Permit is required for the installation of any new plumbing service or for the repair, addition, or alteration to any existing service. Installing, upgrading, or replacing a water or gas pipe that is 2 inches or more and the use of medium or high gas pressure require plan check prior to permit issuance.

Occupancy Permit
Required for a New Business License and New Tenants/Building Occupancy
Any business that proposes to occupy a building, space, or an empty lot within the boundaries of the City of Irwindale MUST apply for and obtain an Occupancy Permit from the Building & Safety Department prior to receiving your Business License. If you are moving from one building or suite in the City of Irwindale to another building or suite in the City of Irwindale, then you will be required to obtain a new Occupancy Permit.

Film Permit
A Film Permit is required for any filming in the City of Irwindale, whether the filming will be conducted on private property or in the public right-of-way. This includes still photography.
